Rapid Exit Strategy

With Clutch’s support, New Orleans transforming how their low-barrier shelter works to keep downtown streets safer.

The Home for Good New Orleans initiative closed all major downtown encampments. The next challenge: stopping street sleeping in the inner core. That required shelters with available beds and effective pathways to help people move through quickly. Clutch partnered with the City of New Orleans to optimize its low-barrier shelter—freeing up beds by helping long-term stayers exit and creating swift, targeted pathways out, ensuring turnover and sustained impact on the streets.

Strategy 1:

Sync Outreach and Space Management with Shelter Capacity

The City of New Orleans worked with partners to end street sleeping in the French Quarter district. With predictable access to beds at the low-barrier shelter, outreach and law enforcement were able to offer immediate pathways off the streets.

Strategy 2:

Embed Exits into Shelter Operations

With few exits available at shelter, individuals were getting “stuck” in the low-barrier shelter, limiting bed turnover. By deploying exit pathways and with operational coaching from Clutch, the City and its partners opened up dedicated beds with an exit pathway attached.

Strategy 3:

Set Actionable Targets for Bed Turnover

The initiative managed shelter staff and specialized exit teams to reach weekly targets to ensure dedicated beds turned over rapidly and predictably. The team has achieved a 36 day average turnover period for those rapidly exiting from the low-barrier shelter, a significant drop from the average before the program began.
