With Clutch’s support, New Orleans transforming how their low-barrier shelter works to keep downtown streets safer.

The Home for Good New Orleans initiative closed all major downtown encampments. The next challenge: stopping street sleeping in the inner core. That required shelters with available beds and effective pathways to help people move through quickly. Clutch partnered with the City of New Orleans to optimize its low-barrier shelter—freeing up beds by helping long-term stayers exit and creating swift, targeted pathways out, ensuring turnover and sustained impact on the streets.

Without exit pathways out of shelters, beds fill up quickly and stay full for long periods of time, leading to more people on the streets and the perceived need to pay for more and more shelter beds.

With exit pathways in place, shelters can support more people to end their homelessness and ensure open capacity for more to come in off the streets.
