Strategy 1:

Sync Outreach and Space Management with Shelter Capacity

Safe Move Tulsa rehoused more than 50 individuals sleeping in the city’s downtown. Then, they needed predictable access to shelter beds and exit pathways to ensure that any newcomers to the streets could be quickly transferred to shelter and offered a realistic and permanent resolution to their homelessness.

Strategy 2:

Deploy New Exit Pathways into Shelter Operations 

Clutch worked shoulder to shoulder with providers to shift the culture within the shelters and prioritize exiting individuals as quickly and safely as possible. Clutch and the community leveraged funding from the Safe Move Tulsa initiative to create new, targeted resources to facilitate rapid exits out of shelters. Funding was used to cover one-time costs like relocation, security deposits, transportation costs, and other expenses that prevent individuals from leaving homelessness behind. Clutch then helped case managers design new intake and ongoing case management protocols to ensure that every individual in shelter was matched to the correct exit resource as quickly as possible.

Strategy 3:

Set Targets to Drive Performance

Clutch worked with shelter leadership to set concrete benchmarks for increasing positive exits from shelter and reducing the time people spend there. By tracking both outcomes and length of stay, the initiative is able to support teams to reach ambitious system goals like 1000 exits in a year.  

Results

By deploying new, targeted exit pathways funded by Safe Move Tulsa and operational coaching from Clutch, Tulsa’s shelters are more effectively operating as launchpads out of homelessness. In under a year, Safe Move Tulsa has resolved homelessness for over 400 individuals living in shelters.
